The Kerr County Commissioners' Court conducts its meetings in the first-floor commissioners' courtroom at the Kerr County Courthouse, 700 Main Street in Kerrville, unless otherwise noted.

Kerr County Budgets/Tax Rates
Kerr County Commissioners' Court on Monday, Sept. 8, adopted their FY 2025-2026 Budget in a record vote of 4-0-1 (Judge Rob Kelly abstained).

Commissioners also approved a No New Revenue property tax rate of $.4024/$100 valuation.
That rate, which the budget is based upon, is lower than last year's No New Revenue adopted rate of $.4233/$100 valuation.
This budget will raise more revenue from property taxes than last year’s budget by an amount of $1,263,921 which is a 3.7% increase. The property tax revenue to be raised from new property added to the tax roll this year is $718,164.

July 4 Flood Disaster
Limited Burn Ban Order Detailed
A limited court order has been signed by Judge Rob Kelly that lifts the burn ban in the areas of the county unaffected by the July 4 flood waters. The ban remains IN EFFECT in the area along the Guadalupe River that was affected by the flood disaster. See a detailed description on the home page.

Letter Seeking Support
Kerr County Judge Rob Kelly, Kerrville Mayor Joe Herring, Jr. and Ingram Mayor Claud B. Jordan, Jr. together signed a letter, jointly appealing to Texas Gov. Greg Abbott for unrestricted federal funding.

Public Information Act Suspension
Due to an all-hands-on-deck situation, which happens during a catastrophy, governmental entities are allowed to suspend certain timeframe requirements within which they are required to respond to Public Information Act requests.

Temporary Exemption on Disaster-Damaged Property
Kerr County Tax Assessor-Collector Bob Reeves has announced that residents in the county whose properties suffered damage during the July 4 flooding disaster may qualify for a temporary exemption.
Form 50-312 must be submitted. Please read the details from the Kerr Central Appraisal District.

Reeves added that copies of the form are available in the tax office, located in Suite 124 in the Kerr County Courthouse, 700 Main Street in Kerrville.

Kerr County Environmental Health Designated Representative Ashli S. Badders noted some important information regarding aid that Kerr County residents who were negatively impacted by the flood may choose to apply for when it comes to their on-site sewage systems.

Declaration of Disaster
Kerr County Judge Rob Kelly acted quickly to put a declaration of disaster order in place as the Guadalupe River flood unfolded on July 4. In addition, he wrote a letter to Texas Gov. Greg Abbott apprising him of the severity of the situation.

Disaster Declaration Extension
In an emergency meeting on Monday, July 7, the Kerr County Commissioners' Court unanimously voted to extend Judge Rob Kelly's Declaration of Disaster originally issued on July 4 in response to the Guadalupe River flooding event.

Court System Order
The Supreme Court of Texas Court of Criminal Appeals has issued a First Emergency Order on the Hill Country Flood State of Disaster.
As a disaster may affect travel to and within the affected area, courthouses may be inaccessible and loss of life or property may personally impact court personnel, attorneys and litigants, court proceedings throughout Texas should be delayed or modified while people cope with the disaster. Helping Veterans
Kerr County Veterans Service Officer Jenna Sanchez reported that several local veterans lost everything in the July 4 flooding disaster, while others also were negatively impacted. The county's VSO has actively worked to contact veterans, check on their welfare and match them up with supplies/resources. It also joined AACOG in hosting several HEB gift card giveaway events for local veterans.

Temporary Debris Site
A third, temporary debris management site for Kerr County has been approved by the Texas Commission on Environmental Quality (TCEQ). It is at 160 Cutbirth Drive (which is listed as an Ingram address, but which is located closer to Hunt). The site will be used to temporarily stage debris, chip/grind vegetative debris and operate air curtain incinerator(s) to burn it. The site also was approved for the temporary staging of mixed construction and demolition debris, white goods, electronic waste, vehicles and household hazardous waste resulting from the July 4 disaster.

Kerr County Road and Bridge Annual Fuel Supply
On Monday, July 14, the Kerr County Commissioners' Court approved going out for bids on the Kerr County Road and Bridge Department's annual delivered fuel supply contract.
Sealed bids will be received by 4:30 p.m. on Thursday, Sept. 4, by the Kerr County Clerk's Office, Kerr County Courthouse, 700 Main Street, Suite 122, Kerrville, Texas 78028.. Bids will be open by the Kerr County Commissioners' Court during a regular 9 a.m. meeting on Monday, Sept. 8.

Burn Ban/Outdoor Burning

Violations
The Kerr County Judge may cite the Texas Disaster Act of 1975 or HB2620 on outdoor burning as a basis for a burn ban in the unincorporated areas of the county. Kerr County specifically cites Local Government Code 352.081 (Regulation of Outdoor Burning) as the basis for its burn ban.
County commissioners are individually responsible for determining the status of burning in their precincts.
Provisions of Texas Penal Code 28.04 (Reckless Damage or Destruction) allow for a possible fine of up to $10,000 and/or jail confinement for those who commit violations. Air quality regulations from the Texas Commission on Environmental Quality specify the statewide rules for outdoor burning.
NOTE: If planning an open-air, open-flame fire in a precinct without a ban, then notify your nearest volunteer fire department and the Kerr County Sheriff's Office of your intent to burn before igniting. Please burn safely!
Fireworks
The Kerr County Commissioners' Court is responsible for either allowing or prohibiting the shooting off of fireworks.
Sales of "skyrockets with sticks" or "missiles with fins" may or may not be prohibited by the court in the unincorporated areas of the county, depending upon the holiday and the environmental conditions of the time.
Texas Fireworks Law allows for fireworks sales during for the Fourth of July, Cinco de Mayo (for counties that lie within certain distance of the US-Mexico border) and December (Christmas and New Year's) holidays unless prohibited by county commissioners due to dry conditions.
Local commissioners also may allow, by specific order, fireworks sales and use around Texas Independence Day, San Jacinto Day and Memorial Day.
