Kerr County’s Treasurer Named Top Treasurer in State
Tracy Soldan Chosen By Peers, Honored at Conference
Kerr County Treasurer Tracy Soldan has been named the Texas Outstanding County Treasurer for 2023.
She was recognized during the 75th Annual County Treasurers’ Association of Texas Conference held Sept. 18-21 at the Doubletree Hotel in McAllen, Texas.
Soldan, who has served as the treasurer for Kerr County, Texas, since 2011, is the 60th recipient in the history of the award, which is presented by the County Treasurers’ Association of Texas (CTAT).
Texas has 254 counties – 245 of which have county treasurers (9 counties have abolished the office.) Of the 59 award recipients named before Soldan, 11 are currently serving as county treasurers.
To be considered for the award, one has to be nominated by one of CTAT’s 12 regions in the state.
Soldan made the shortlist of 3 finalists who were celebrated during the spring seminar in April. Then, the membership voted on the final award recipient during the fall conference.
“I am incredibly grateful to have been voted the 2023 Outstanding County Treasurer by my peers,” Soldan said. “It is truly an honor.”
Feeling fortunate to have been chosen as the nominee by her region and humbled for being selected in the trio of finalists, Soldan noted that the award could have been won just as easily by the other two final honorees this year – Michael Lord and Pauline Medrano, treasurers for Gaines County and Dallas County, respectively.
“Each one is exceptional in their counties and in our association,” she said. “I have the utmost respect for them and I congratulate each one!”
During the same conference, Soldan was seated as a regional director during the installation ceremony and banquet. Directors serve a two-year term and can be elected to another two-year term before rotating out. This is the second year of Soldan’s first term in that organization.
Soldan is also a past president of the County Treasurers’ Association of Texas.
Earlier in 2023, she was recognized for her commitment to worksite wellness and for creating a good-health culture for county employees as an honorable mention recipient of the Texas Association of Counties Iris Stagner Award. She was also one of 20 county officials statewide to complete the TAC Leadership 254 program for its 2019-2020 season.
State law outlines the duties of treasurers, which include requirements to maintain meticulous records on money going in and out of county accounts, as well as to invest the county funds. County treasurers are the stewards of millions of dollars collected from taxpayers and fees through various county offices. Treasurers ensure tax dollars are managed properly.
Also, as the county’s investment officer, Soldan is responsible for investing the county’s funds. In so doing, she saves the county the money it would have to pay a third-party firm to do those tasks.
Soldan first decided to run for public office in 2011, when the previous county treasurer retired. She won the support of local voters and became the next Kerr County treasurer.
She brought with her to the position a history of public service, already having served as Kerr County’s assistant auditor.
