Kerr County Issues Information on Substantial Damage Evaluations
Pursuant to the July 4, 2025 presidentially-declared flooding disaster in Kerr County and in conformance with the Kerr County Flood Damage Prevention Court Order, beginning Aug. 14, 2025, Streamline Engineering will conduct Substantial Damage Evaluations (SDE), on behalf of Kerr County in the unincorporated areas (not including City of Kerrville and City of Ingram.) The inspections will take place over approximately 10 days between 8 a.m. and 6:30 p.m. daily, including weekends.
These evaluations are in response to the flooding that occurred on July 4, 2025, and will involve assessing buildings (both residential and commercial) throughout the unincorporated county for potential substantial damage. There is no direct cost to the property owner.
This evaluation is required by the National Flood Insurance Program (NFIP) and the Kerr County Flood Damage Prevention Court Order in order to keep people and property safe from future flooding. These inspections apply to all damaged structures that touch the 100-year floodplain (Zones A, AE and Floodway) as shown on the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRMs), for Kerr County, which can be viewed at FEMA’s Map Service Center (you will be prompted to enter the structure address or longitude and latitude coordinates).
The inspectors will require approximately 15 to 20 minutes for residential buildings and 20 to 90 minutes for non-residential buildings to inspect for exterior and interior damage, and they will record the required information for making substantial damage determinations. The data will be given to the Kerr County Engineering Department, where an initial determination will be written and mailed to the owners of the inspected structures.
Please be advised that all repairs, reconstruction, remodeling and new construction are subject to the provisions of the Kerr County Flood Damage Prevention Court Order and require a Floodplain Development Permit Application.
